Canada has spent decades building a reputation as one of the most welcoming destinations for international students and immigrants. Its universities are internationally recognised, its cities are genuinely multicultural, and its official bilingualism (English and French) gives students with French language ability a significant advantage in the immigration system. For many students from India, Vietnam, and the Philippines, Canada has historically been the top choice precisely because the pathway from student to permanent resident has been more structured and accessible than in many other countries.
Canadian qualifications carry real weight — especially in engineering, computer science, business, and healthcare. The country's strong economic ties to the United States, proximity to US technology companies, and genuinely diverse labour market mean that graduates from Canadian institutions have options both domestically and internationally. Cities like Toronto, Vancouver, and Montreal are major professional hubs, while cities like Calgary, Edmonton, and Ottawa offer strong job markets with lower competition for housing.
That said, Canada's international student environment has changed significantly since 2023 and 2024, and it is important to go into this with accurate, current information rather than advice from students who arrived three or four years ago.

- The study permit cap introduced in 2024 has changed the landscape. Canada introduced a cap on new study permits in January 2024, meaning significantly fewer international students are being approved compared to previous years. This has affected certain provinces and institution types more than others. Current approval rates and allocation by province change regularly — get advice from someone with up-to-date knowledge before applying.
- Housing shortages are real in major cities. Toronto and Vancouver have among the most competitive rental markets in the world. Many students underestimate this. Universities have limited on-campus accommodation, and off-campus rents in these cities are high. Smaller cities — Hamilton, Waterloo, Halifax, Saskatoon — offer similar academic quality with considerably more manageable costs.
- The PGWP rules have specific conditions. Not all programs qualify for a PGWP, and the length of permit you receive depends on how long your program was. Short-duration programs or programs at certain institution types may not qualify. Verify PGWP eligibility for your specific program before you commit to it.
- PR pathways have become more competitive. Canada's Express Entry and Provincial Nominee Programs are still genuinely accessible compared to most other countries, but draw scores have risen in recent years and occupational demand varies significantly by province. The pathway is real — but it requires planning, not just hoping.

- Vanier Canada Graduate Scholarships — CAD 50,000 per year for three years for doctoral students. Highly competitive, for PhD candidates at Canadian universities. Funded by the Government of Canada.
- Ontario Graduate Scholarship — For graduate students (master's and PhD) at Ontario universities. Part-funded by the province.
- University-specific international scholarships — Most Canadian universities have entrance scholarships for high-achieving international students. University of Toronto, McGill, UBC, University of Waterloo, and McMaster University all have significant programs.
- Province-specific awards — Several provinces offer scholarships to attract international students to their institutions. British Columbia, Ontario, and Quebec have the broadest programs.
Pathway to permanent residency
Canada has historically had one of the most structured and accessible student-to-PR pathways of any major study destination. The main route for graduates is Express Entry — specifically the Canadian Experience Class (CEC), which allows graduates who have Canadian work experience to apply for permanent residency. Provincial Nominee Programs (PNPs) offer additional pathways, with many provinces having specific streams for international graduates.
The pathway is genuine, but it is more competitive than it was three to five years ago. Invitation rounds through Express Entry have seen draw scores fluctuate significantly, and some occupation categories have been prioritised over others. The French-language advantage in the immigration system is real and substantial — students with strong French proficiency, even alongside English, score significantly higher in Express Entry.
If Canada-to-PR is a primary goal, it is essential to choose both your province and your program strategically from the start — not just the most well-known university in the biggest city. Get proper immigration advice before you commit to a program, not after you graduate.
